The Congress Giving CHR P1000 Is Not The First Time It Happened In Philippine History

Chaos erupted when the Congress voted on giving the Commission on Human Rights (CHR) and the Energy Regulatory Commission (ERC) only P1000 budget for the whole 2018. 

This angered a lot of people, they were saying that this is not fair and that those who voted do not care about the people's human rights at all.

But the thing is, it was voted like that because the CHR apparently is not doing their job. So, why do we need to allocate a huge budget to a sector that is not doing their job?

The angry netizen went as far as blaming the Duterte administration (what's new?), they are saying that this is the first time this happened in Philippine history and that it happened because Duterte was president.

Angered by this reasoning, journalist Ira Panganiban post on his Facebook page that this was not the first time that this happened. This happened during the Cory administration so that means, the yellow party did it first.

What's worse is that it happened during Cory's time because they wanted to control the government, whereas, this is happening now because we are hungry for change and we don't want to give budget to a sector that is not doing their job, see the difference?

"During Cory Aquino's time, her Congress decided to give the EIIB a one peso budget.
The EIIB was the intelligence agency tasked to monitor the activity of SGS which was doing the work of the customs in clearing import entries into the country. SGS is still the best agency for this job worldwide.
The cronies of Cory wanted to get rid of SGS because they wanted to control the movement of all importations into the country.
These cronies, many were part of Kamaganak Inc., wanted EIIB to make a report that SGS is corrupt and inefficient which was not.
The EIIB was eventually disbanded after this and import operations of Customs went to Yellow cronies creating the customs that we have right now.
Not that I am saying what congress did is right, PERO WAG NIYO NAMAN SABIHIN NA UNANG BESES ITO NANGYARI DAHIL YELLOW POON ANG UNANG GUMAWA NITO!!!"
